Supplier selection and order allocation for overseas manufacturing bases considering product reliability

Abstract

Overseas manufacturing bases face significant cost pressures and monopoly risks in global supply chains. Information Entropy theory quantified the equilibrium of supplier distribution. This methodology accounted for factors beyond conventional procurement costs, tariffs, and tax incentives. The integration of product reliability as a primary objective aimed to mitigate supply risks and avoid single-source monopolies. A bi-objective integer programming model minimized total procurement costs and maximized product reliability. An improved Non-dominated Sorting Genetic Algorithm (NSGA) solved this NP-hard problem. Heuristic rules optimized the quality of population initialization. Furthermore, adaptive mutation operators and hybrid local search strategies enhanced convergence speed and solution diversity. Numerical experiments and case studies confirmed the effectiveness of the algorithm. The algorithm minimizes total costs while significantly improving product reliability and supply equilibrium. This paper provides a scientific quantitative basis for multinational enterprises. The results offer a strategic reference for resource allocation and risk prevention in complex trade environments.
