Abstract

Notices to Air Missions (NOTAMs) contain free-text descriptions that often intertwine multiple types of semantic information. These descriptions also vary greatly across semantic types. Traditional static unified ontologies therefore struggle to balance shared semantic constraints and type-specific semantic representation. To address this problem, this paper developed a text classification-driven method for constructing a dynamic semantic ontology for NOTAMs. First, the method built a seven-category semantic type system according to actual aviation operational scenarios. Second, it used a bidirectional cross-attention fusion mechanism (BiCAF) to jointly model Q codes and Item E text. The method then used the classification result as a semantic routing signal to activate the corresponding type-specific sub-ontology. Under a unified upper-level semantic skeleton, the method organized concepts, defined attributes, represented relations, and mapped instances. Finally, this paper evaluated the method through classification experiments and ontology mapping experiments. The results show that the text classification model achieves an F1 score of 0.9424. The dynamic semantic ontology achieves field-level and relation-level scores of 0.9472 and 0.9835, respectively. Its semantic richness is also closer to the manual annotation baseline. These results indicate that the method improves semantic adequacy and reduces redundant mappings. The method also enhances the accuracy of semantic representation, the specificity of structural organization, and the computability of downstream processing for complex semantic information in NOTAMs.
